Nice outline. All that's needed now is to write the story.
This could be very promising.

A grammar point and a question:

<<  Then he remembered the genie lamp his father had given him. He already used two wishes, one to be rich and one for his wife's breasts to become their current EE-cup. He was told by his father that the genie could only grant a total of six more wishes, then it would leave.  >>

From the fact that you say later that there were three wishes left, I figured out that what you meant above was that however many wishes his father had used there were only six left for Sam.  However, the way the sentences are placed, it reads like Sam used two and his father, knowing he had, told him there were only six more left for him after that.  It would have been clearer if written:

Then he remembered the genie lamp his father had given him. He was told by his father that the genie could only grant a total of six more wishes, then it would leave. He already used two wishes, one to be rich and one for his wife's breasts to become their current EE-cup.

<<  "Here, maybe you can pawn it!" Sam shouted, tossing the lamp, unaware of the remaining three wishes. >>

He made one more wish, for his wife to get nothing, and that made a total of three.  How could he be unaware that he had three left, as his father had specifically told him he had six?  There was nothing written to foreshadow that he hadn't been paying attention.

It was okay but can't see her wanting to be new Sam.  I'd prefer it if the old Sam was just turned into Samantha wand force to be his ex wife's daughter since she'd have no identication.

The importance of reader feedback cannot be overstated.   Authors rely on it to improve their future works, and it gives them the incentive to write more stories if they know that their hard work has been appreciated.  I am not saying that comments must all be lauditory.  Authors often appreciate honest, constructive criticism over simple remarks like 'Great story', although simple praise is appreciated also.  There is no limit on how much you can enter in the 'comments' box.   Sentences will automatically word wrap at the end of the line so please do not use your carriage return/enter key except at the end of your paragraphs.
